Consider this. A vendor can build an AI hiring tool today, put it on the market, and never have to prove it works fairly, accurately, or consistently. No independent test. No declared error rate. No requirement to disclose the bugs currently being fixed. Employers buy it, candidates are filtered through it, and nobody outside the company knows how it actually makes decisions. In any other field where automated systems affect people's livelihoods, that would be considered unacceptable. In HR technology right now, it is standard practice.
If that standard applies to the people using these systems, why would it not apply to the systems themselves?
That has to change. And the most practical way to begin changing it is through certification.
We Already Require Professionals to Prove Their Competence
HR professionals in Canada are held to established standards of practice. Obtaining the Certified Human Resources Professional or Leader (CHRP/CHRL) through the Human Resources Professionals Association (HRPA) in Ontario, the Chartered Professionals in Human Resources (CPHR) designation through CPHR Canada for the rest of the country, or the Society for Human Resource Management (SHRM) certification for those operating in a more global context, all require demonstrated competency, ongoing professional development, and adherence to a code of ethics.
The logic behind these designations is straightforward. HR decisions affect people's careers, incomes, and professional futures. Those making those decisions should be able to demonstrate they know what they are doing, and that they are doing it responsibly.
What Exists Today Is a Start, But Only That
There is currently one significant international standard for AI governance: ISO/IEC 42001:2023. It is the first framework of its kind, providing organizations with a structured approach to building responsible AI management systems. It covers how organizations should design, deploy, and oversee AI, and it is available to any organization regardless of size or sector.
The critical word is voluntary. In Canada, there is no requirement for any AI vendor operating in the HR space to seek this certification, comply with its principles, or demonstrate their platform has been independently assessed against any standard at all. An organization can claim their tool is fair, accurate, and bias-free without having to prove any of it.
That gap matters because the consequences of an underperforming or biased AI tool in HR are not abstract. They show up in a candidate who is screened out for a role they were qualified for. An employee whose performance is evaluated by a system that was never tested for accuracy across different demographic groups. A worker facing termination based on data from a platform with known errors the vendor is still debugging, but has not disclosed.
The Market Is Starting to Demand More
There are encouraging signs that employers are beginning to push back on the status quo. According to Barry Elad's 'AI in HR Statistics 2026: Uptake, Impact & Ethics', published in SQ Magazine, AI vendors for HR technology are now required by 24% of clients to disclose their training datasets and algorithmic logic. That figure is small, but the direction it points to is significant. Large organizations are beginning to treat transparency as a procurement requirement, not a courtesy.
What the market is discovering is that voluntary disclosure is not enough. Knowing that a vendor uses certain data is not the same as knowing whether that data produced fair outcomes. Disclosure without independent verification is a statement of intent, not a demonstration of quality.
New York City has moved furthest on this. Under Local Law 144, employers using automated employment decision tools must subject those tools to an annual independent bias audit, and must make a summary of the audit results publicly available. It is the closest any jurisdiction has come to a functioning certification requirement for AI tools used in employment decisions. Canada has nothing equivalent yet.
What Meaningful Certification Should Cover
The conversation about AI certification tends to stay at a high level of generality. In practice, a certification framework for AI tools used in HR decisions needs to address specific, measurable things. At minimum, it should cover:
- Bias testing across demographic intersections before deployment. Not just gender or race in isolation, but the combined effect across groups, since that is where the most significant disparate impacts often emerge.
- Documented human override capability. Any tool that influences an employment decision must have a clear, tested mechanism for a trained human to review and reverse the output.
- Retraining frequency and version control. When was the model last updated? What changed? Certification should require vendors to maintain a transparent record of model versions and the data used in each.
- Accuracy and error rate baselines. No AI platform produces zero errors. Certification should require that error rates are measured, documented, and disclosed to clients, so employers understand what margin of inaccuracy they are working with.
- Candidate and employee notification and appeal rights. Where AI has influenced a decision that negatively affects a person, that person should have the right to know, and a defined process to challenge it.
This is not a new concept. These are the kinds of requirements that govern medical devices, financial models, and actuarial systems. The argument that HR technology is somehow different does not hold up when the decisions it influences can determine whether someone gets a job, a promotion, or keeps their position.
The Cost of Getting This Wrong Goes Beyond Compliance
There is a broader problem that does not get enough attention in the certification conversation. Many HR professionals, team managers, and senior leaders are currently exploring AI tools on their own initiative, trying to find platforms that genuinely improve how they work. When those tools are unreliable, opaque, or simply not fit for purpose, the experience does not just fail the individual user. It sets back the entire profession.
A manager who tries an AI scheduling or performance tool and gets inconsistent, unexplained results is likely to conclude that AI in HR does not work, and to resist adoption for years afterward. That conclusion is not unreasonable based on the experience, but it is the wrong one to reach. The problem is not AI in HR. The problem is that without certification, there is no reliable way to distinguish a well-built, independently tested platform from one that was rushed to market and is still working through its error log.
Certification creates that distinction. It gives practitioners a basis for informed choice. It gives organizations a standard to enforce in procurement. And it gives candidates and employees a reasonable expectation that the tools being used to evaluate them have been held to account.
Where This Needs to Go
ISO/IEC 42001 exists. New York City's Local Law 144 exists. The demand from large employers for vendor transparency is growing. The pieces are in place for a serious certification framework to emerge in Canada, but they need to be connected by legislative will or, at minimum, by industry bodies with the credibility to enforce standards.
The HRPA, CPHR Canada, and similar bodies have the standing to make this a priority. Requiring AI certification as a condition of endorsing a vendor, or incorporating AI tool assessment literacy into designation renewal requirements, would send a clear market signal that the HR profession takes this seriously.
Until then, the burden falls on practitioners and employers to ask harder questions of their vendors, read the contracts more carefully, and treat the absence of independent testing data as the red flag it is. The tools will keep coming. The only question is whether the profession gets ahead of them or keeps catching up.
